Oxana Casu

Oxana holds an MSc in Industrial Management, Entrepreneurship and Innovation Management Programme at KTH Royal Institute of Technology, Sweden and an MBA in Management and Marketing, and a Bachelor’s degree in economics at Academy of Economic Studies, Moldova.

Oxana started her career in 2005 and applied her skills and knowledge to coordinate very complex projects in the socio-economic field (vulnerable groups and refugees), transportation (aviation, road, and infrastructure), e-governance (change management, digital tools, innovation, e-democracy, citizens participation, transparency, and anti-corruption).

Besides the vast experience in electronic governance and re-engineered public services, project management and business operations, she was providing strategic support and assistance in ensuring the effectiveness of project implementation, procurement and financial units in line with procurement and financial rules and procedures. Oxana dealt with the recruitment and HR management, communication and PR related aspects. She built and developed partnerships to complement cross-sectorial business relationships with partners from public and private sectors, civil society, media, and international organizations.

Before joining the eGovlab, Oxana managed to work with local and international team of professionals, including donors organizations (WB, UNDP, USAID, EBRD, GIZ, EU, and UNHCR, etc.) to implement Moldova Governance e-Transformation Agenda.

She is challenged by out-of-the-box approaches and committed people at the very heart of the e-transformation processes. She is confident that technology brings greater benefits to governments, citizens and private sector when it is used in an open and collaborative way, the digital infrastructures being an imperative for designing and enabling smart and sustainable solutions.
